check for __HAVE_PRIVATE_PCI_BUS_DMA_TAG instead of macppc when (not)
declaring pci_bus_dma_tag while there move #include <machine/isa_machdep.h> to the ISA block so archs without ISA won't see it. Now macppc builds again.
