bsd.own.mk: replace '!empty' with direct expression
The variables MACHINE and MACHINE_ARCH are guaranteed to be defined, therefore they don't need to be wrapped in '!empty(...)'. This is simpler to read and, in case of typos, is more likely to lead to an error message from make, as a line starting with '!' is interpreted as a dependency line, while a line using only '==' but not '!=' leads to a syntax error of the form 'Invalid line type'.
