To "regenate" this file, go up one level to src/distrib/notes
and type "make". This will create
src/distrib/notes/<arch>/INSTALL.*.
The notes that describe the improvements over the last release
aren't appropriate for a snapshot, so these are conditional on
FOR_RELEASE. 0 == snapshot; 1 == release
