Copy src/share/zoneinfo/tzdata2netbsd (revision 1.5) to

src/external/public-domain/tz/tzdata2netbsd.

This is a verbatim copy, as part of moving the zoneinfo sources in the
NetBSD tree.  It will need to be edited before it works.
