Fix comment documenting __link_set_decl() macro.

The `__link_set_decl()` macro's replacement text includes a `*` after
`ptype`, so `ptype` is the pointed-at type (the type of a dereferenced
array entry), not the pointer type.

(This is a comment-only change.)
