Comment out the "real" Sendmail entries also to force the user to choose.

Add a "mailer.conf" file for the mailwrapper program. Note that the paths named in this initial mailer.conf are almost certainly going to have to be changed -- sendmail.sendmail will probably turn into libexec/sendmail/sendmail or some such.
