Interrupt handling changes, in discussion since February: - Reduce available SPL levels for hardware devices to none, vm, sched, high. - Acquire kernel_lock only for interrupts at IPL_VM. - Implement threaded soft interrupts.

Add support for ADI Engineering's "Big Red Head" i80200 evaluation and development board, based around their BECC companion chip. Despite its name, the board can run in big- or little-endian mode (we currently run only in the latter).
