update MD "whatis" to closer to what 1.6 provides

This is the eighth major release of
- update whatis files to contain (hopefully) up to date info on: - "this is the xxx major release" - features added and bugs fixed in 1.5 - use .Nx instead of NetBSD - use .Sq instead of ' [...] ' or ` [ ... ] ' - use .Dq instead of " [...] "
