Update build script to overwrite AMDVLK and get tag message from local repository (#288) 
1. Remove the amdvlk repo info from the manifest.
2. Sync a fresh amdvlk repo every time to avoid tag conflict by end-users.

1. Clean the submodule
2. Unused variable is treated as error on Ubuntu 16.04 gcc-5.4, turn it off
3. Add "Driver installation instruction" into the release notes
